Not for the same reason you did. When Fujioka-sensei said that about the solider monsters, she wasn't talking about a hologram. These duel disks can outright summon, so the restraints were set like that to make sure that people couldn't try to free restrained prisoners.

[He drags him out into another corridor, though this one is open at the sides. From here you can see the view right the way down to the ocean, and across it. There's no other land in sight, the water stretching out into the horizon.]
[Judai leans forward a little, taking in the sight in surprising silence. It's beautiful, actually... the look of the island, and the ocean, is a lot like Duel Academia's. The look on his face, delighted as it is, fades to something thoughtful and surprisingly quiet.
Shou, Asuka, Tyranno... and Johan, especially. Being reminded of home reminds him of all of them. How does this time travel thing work? When he goes back, will it be after this long, or will it be like he just got dropped back in where he was originally grabbed from?
He lifts his hand without thinking to move to pet something on his shoulder, pauses, then glances down at it. ...That's right. Without his deck, or at least the card staying near... Winged Kuriboh can't actually manifest. Even with Sora next to him, all of a sudden, he feels weirdly alone.]
[Judai blinks, sitting down in the hall to just relax.
Sora's request is met with understandable unease. Considering the damage Judai could do on his own, and his outright admissions to Sora on the island, no one's willing to outright hand him what's essentially a loaded gun. Though after a brief bit of debate, it is decided that -- for the sake of trying keep Judai pacified and willingly training -- they can hand over Winged Kuriboh. It's harmless enough on its own that it shouldn't offer any serious resistance even if another incident were to happen.]
[As he expected... but the end result is better than he would have hoped. He'd expected outright denial, not compromise. And so, when he returns to Judai's side to sit beside him, there's a smile on his face.]
[The moment that the card touches his hands, he knows what it is. His eyes snap open, the card fluttering with power to the point that even Sora can feel it as the cute little spirit appears, chittering frantically and in relief as it goes to cuddle up as much to Judai's head and neck as it can in this form. Judai himself is grinning widely and brightly, hand closing over the card as the other goes to touch the little spirit.]
[WK gives an agreeing noise, going over after a moment to hug Sora's neck as well. It's an odd feeling, like a ghostly touch across his neck even through his clothes, but somehow affection, too.]
